Lukewarm water that never reaches proper hot — as opposed to no hot water at all — usually means the water heater is only partially doing its job. On an electric tank, this classically points to one of two heating elements having failed while the other still works. On a gas tank, it more often points to a low thermostat setting, sediment buildup, or an undersized unit for the household’s demand.
Electric water heaters
Most electric tanks have two elements — an upper and a lower — that work together to heat the full tank. If one fails, the other can still produce some hot water, just not as much or as hot as the tank is rated for. This is the single most common explanation for “warm but not hot” on an electric unit.
Gas water heaters
Gas units heat with a single burner, so a similarly partial fault is less common — the more frequent causes are a thermostat set lower than expected, a burner not reaching full flame, or heavy sediment at the bottom of the tank insulating the water from the burner’s heat.

How to check it
- Confirm the thermostat setting
Most water heaters are set around 120°F (49°C) by default. Check the actual dial or digital setting rather than assuming it has not been changed.
- Test hot water at more than one fixture
If only one tap runs lukewarm while others run properly hot, the fault is local to that fixture’s plumbing, not the water heater itself.
- Note the pattern
Water that starts hot and cools quickly points toward a failed lower element or a too-small tank for demand. Water that is lukewarm from the very start of the tap running points more toward the thermostat or sediment.
- Consider when it was last flushed
If you cannot remember the water heater ever being flushed, sediment insulating the bottom of the tank from the heat source is a strong candidate, particularly in hard-water areas.
When to call a plumber
If the thermostat is set correctly and the fault is not isolated to one fixture, have a technician test the heating elements (electric) or the burner and thermocouple (gas), and flush the tank if sediment has never been cleared.
Stop and call a qualified appliance technician or electrician if you find scorched or melted wiring, smell burning, see water that has reached electrical components, or if the fault returns immediately after a repair. Never bypass a safety device — thermal fuses, door interlocks and flood switches fail for a reason, and defeating one converts a broken appliance into a fire or flood risk.
